So here's the second half of the NY License story:
After being turned away at the DMV after waiting there 2 1/2 hours, I went to the License XPress place on 34th St. at 8th Ave., which both a friend and a coworker had recommended over the main DMV office. (Thanks, Kari and Allison!) It's a smaller branch of the DMV that deals only with licenses and registration/tags for your car, unlike the main branch which handles everything, including tickets, impounded cars, driver education classes, and whatnot. My coworker said it was so much easier to go to this branch office-- she went there to trade in her out-of-state license and was out in about an hour and a half.
And sure enough, it was SO much better than the main branch that it hardly compares. Workers seemed friendlier and less harried, the lines moved quicker, and this time I had the non-laminated copy of my SS card to show at the desk. I got out of there and checked the time on my cell phone: I'd been there exactly one hour. Now, that's how I expect a DMV to work!
